Is it possible to convert an NPC of your character into a secod character if you meet all the requierments for a second character?

Absolutely!
It's your choice who you want to play, so if it's an NPC, you're welcome to roleplay that character once you meet the requirements. You'd be roleplaying them as having been in 'Souls for a while, since they followed your primary around for a bit, so it would be more like continuing the narrative you started with your primary.
