I think that the rule is two per pack currently, but could you have 2 characters, one with an NPC wolf companion in the same pack? Or would that count as three?

I believe your right. However there is an NPC cap on packs so that might be up to that pack's leader.

NPCs don't count towards the two characters per player per pack rule, so you're fine. "Personal" NPCs attached to specific characters also don't count towards the Pack NPC cap, so you're still fine.
