So, I've been giving some consideration to potential second characters, assuming that all goes well with Grace (who I'm really enjoying, haha). Years ago, I handed out Anka de Sadira's puppies, with the agreement that I was allowed to reclaim them if the players dropped. All of the players did so, to my knowledge, myself included. Even though it's been a few years, am I still allowed to reclaim those characters and their accounts for my own use/redistribution?

I would certainly think so! Even though time has passed, you still created the characters and have the reclaim clause in the agreement.

Just like Alli says, it's fine to reclaim characters if an agreement such as the one you mention is broken, especially since it's also very old.
