Cause I was just musing the thought... Are animated avatars allowed at 'Souls? If so, is there any limitations to them? (i.e. No rapid flashing, limited frames/layers, etc.)

I don't know if they're allowed anymore, but they were in the past. I know that Zero had an avatar of Barrett's that had a slow animation of trees moving.
I also know that if it is allowed, the limitations would have to be flashy animations, fast animations, and bright colors. Anything that could cause a seizure. c:
But I'll have to look at the rules regarding avatars. It's probably there.
edit: I can't find anything regarding it in the section regarding avatars in the guide.

What Haley said -- they're allowed, provided you avoid flashing, strobing, etc. sorts of animations that are epileptic unfriendly. O:
