What is the limit of NPC's that a single character can have?
Are pets and companion animals counted as NPC's?
My character would have her sister as a NPC but i am planning them to own 3 horses, is that possible?

Animal NPC's such as pets like cats, rabbits, horses and all that are unlimited, within reason.
But Canine NPC's are limited to 2.
EDIT I was wrong. It's 1 Canine NPC. Sorry.

NPC rules/procedures topic is here.
As an side, "unlimited non-canine NPCs within reason" does mean within reason. Having three horses means needing to care for and feed three horses and your character and her sister will need to be able to reasonably explain that, even if the details are played out every thread. ^^
