Frodo can totally claw her or deal other minor damage.

Even if she had intended for her lunge to reach the now-frantic dark male, Vesper found herself blocked by the body of a spotted mare. She backpedaled and yelped, scrambling to avoid the large beast while watching Helotes deliver a strike to the wolf with a staff. As the canine fell, the she-yote stepped back and shot a look at her comrade—one of anger, fear, the desperation that came from a fight like that. Her blue eyes snapped back to the golden-flecked wolf a moment later, watching his paws wrap around the staff with the intent to jerk it—and Helotes with it.
While she truly doubted that he’d be able to drag down the large dusky male, her frustration drove her to leap forward, snarling. She became something altogether different, a creature driven in battle to bite and wound rather than a simple watchman driving a foe from the territory. He’d had his chance to run when her answer did not please him, if his true intention had been to get answers and not something worse; with his shifty behavior, she wasn’t sure she could trust him. Right now, Vesper wanted to teach him a lesson with blood.
She aimed to bite the nearest arm, make him relinquish his grip on the staff, while turning her hips to perhaps knock him off balance again. The cold logic that helped her operate fled from her mind, chased away ever since she’d seen Blind leave her life once again.
