If the character in question doesn't already have a canine NPC, then you're free to go right ahead and bring in the NPC (though, make sure you contact your leader/s about adding the canine to the ranks if the NPC is to temporarily become a part of your character's pack etc.). If your character already have a canine NPC, then you'll have to PM the 'SA with request for special permission.
