As for your question, if the character is currently being played, they can become an absence NPC - this is essentially dropping the character, but assuming that in character, they are remaining in the pack. Alternatively, you can make the character a companion NPC to any other character in the pack - they can be played this way, but only when the character they're attached to is around. They can also become a pack NPC, but in order for them to become this, you must ask your leader!
