All current members/characters will just need to most on the new board's Maintenance Thread to be retitled/reinstated with their characters. You will not need to re-request characters you already have.

The current/old board will be restored on a different server and preserved as an archive. You will NOT lose any data. The old topics will not be on the new board, but they will not be gone.

Correct. Links to old forum threads from any place, the wiki or otherwise, will not work. They will need to be updated to whatever the archival address of the board will be (unknown at this time).
