In Khalif there was chance they might have castrated him for even daring to look at a female too long. They kept them young of mind, it was easier to control them. Every detail of their lives was laid out, simple decisions were taken away. Misery was lucky she had been so ignored - functioning beyond Khalif would have been impossible without that.
