Okay so. For my open characters am I allowed to make accounts for them so I can create their profile and stuff and give a link in my profile? I remember reading that we could somewhere but I just want to make sure.

Yep! It's fine to create accounts for your adoptables, though we do have the Open Characters section of the Wiki, too! If you can fit your profile information on the Wiki there, it'd be awesome! But if not, you can definitely create accounts for them, that's no biggie. :3
