#1 you have to have your 2nd character for 4 weeks and you request your third to the SA in the requests area. You can read more on it here: Procedures
#2 Horses are NPC's but they have no "limit" on how many that one can own, but think of it entirely relistic, and not have 50 horses ^^. Most own one horse but there are some who have 2 or 3 :3 |
