The character isn't titled any longer so there is no need to even worry about dropping it. You are free to make an entirely different character since this one isn't considered to be active any longer.

 Your current Clare account can be abandoned and left as it is, and you can Register a new account for your new character. If you wanted, you could place Clare onto the Open Characters list, but she may not be adopted so easily, as she is a creature and they are infrequently played to begin with. c: Let us know if you have further questions!
